The name of the Bidding Project is The safety acceptance and evaluation service project for production equipment, auxiliary facilities and utility facilities used in Electronics and Photovoltaic New Materials Industrialization Project of Shaanxi Non-Ferrous Tian Hong REC Silicon Materials Co., Ltd.; the Tenderee is Shaanxi Non-Ferrous Tian Hong REC Silicon Materials Co., Ltd.; the capital of the Bidding Project is self-financed and the proportion of capital contribution is 100%. Whereas the bidding conditions for this Project has been met, it is now to hold the opening bidding for the safety acceptance and evaluation services of production equipment, auxiliary facilities and utility facilities is now carried out.

2.6 服务周期：合同签订后60日内完成（日历日）
Service Period: The services shall be completed within 60 days (calendar day) after the conclusion of the Contract.
2.7 服务要求：完成项目安全验收评价报告编制，进行评审修改，形成备查材料，满足安全生产许可证申请需要。
Service Requirements: Complete the preparation of the project safety acceptance and evaluation report, perform the review and modification thereof, and complete the documents for future reference, so as to meet the requirements for application of work safety permits.
3.投标人资格要求
Bidder’s Qualification Requirements:
3.1投标人必须是国内依法注册成立的在经营期内的独立法人，提供具有统一社会信用代码的营业执照或事业单位法人证书；
The Bidders must be an independent legal entity that is legally registered and established in China and exists during its operating period; the bidders shall provide the business license with the unified social credit code, or the corporate legal person certificate;
3.2投标人具有甲级安全评价机构资质证书（必须具有化学原料、化学品及医药制造业的评价范围）；
The Bidders should have the Class A safety assessment agency qualification certificate (the certificate must include the chemical raw materials, chemicals and pharmaceutical manufacturing evaluation range);
3.3省外评价机构需在陕西省安全生产监督管理局备案登记，并正常开展工作；
The evaluation agencies outside Shaanxi Province are required to be registered in Shaanxi Provincial Work Safety Supervision and Administration Bureau and also carry out normal business;
3.4项目负责人必须具备一级国家注册安全评价师资格，且具有高级工程师职称证书，拟投入本项目的成员，应具有化工安全相关专业安全评价师资格；
The project leader must have the Class-I national registered safety appraiser qualification, and also must have the senior engineer certificate. The members who are proposed to participate in the Project should have the qualification of chemical safety-related professional safety appraiser;
3.5不得随意更换本项目配备的人员，特殊情况下确需更换的，必须征得招标方书面同意，新更换人员资质须满足投标文件要求且不低于被替换人员；
It is not allowed to change the personnel provided for the Project at will. If it is necessary to change any personnel in special case, the written consent must be obtained from the Tenderee. The qualification of new replacement personnel shall meet the requirements of the Bid Documents and shall not be lower than that of the replaced personnel.
3.6投标人须提供近3年（2015年1月1日至今）多晶硅或化工建设工程安全评价项目业绩，项目业绩须附合同及复印件加盖公章；
The Bidders must provide safety evaluation services projects performance of polysilicon or chemical engineering construction projects in recent 3 years (from January 1, 2015 till now); the project performance must be attached with the contract and the copies with official seal;
3.7本项目不接受联合体投标。
Consortium bids are not accepted for this Project.

5.投标文件的递交
Submission of Bid Documents
5.1投标文件递交的截止时间（投标截止时间，下同）为2018年05月02日14:30时，地点为西安市南二环西段58号成长大厦10层会议室。
The deadline for submission of Bid Documents (deadline for submission of bids, the same below) is 05/02(MM/DD), 2018, at 14:30 pm, and the place is at the meeting room on the 10th floor of Chengzhang Building, No. 58 West Section of South Second Ring Road, Xi'an City.
5.2逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人将予以拒收。
Bid Documents will be rejected by the Tenderee if delivered overdue, delivered to the wrong place or delivered unsealed as required in the Bidding Document.
5.3开标时间同投标截止时间，开标地点同投标文件递交地点。
The bid opening time is the deadline for submission of bids; the bid is opened at the submission place of Bid Documents.
