一、招标条件
Ⅰ. Tendering conditions
本沣西新城沣河人行景观桥梁方案国际竞赛已由项目审批/核准/备案机关批准，项目资金为企业自筹，招标人为陕西省西咸新区沣西新城开发建设（集团）有限公司，本项目已具备招标条件，现进行公开招标，特邀请有兴趣的潜在投标人提出资格预审申请。
The international competition for the Fengxi New City Fenghe Pedestrian Landscape Bridge Project has been approved by the project examination / approval / filing authority. The project funds are self raised by the enterprise. The tenderer of the project is Fengxi New City Development and construction (group) co., LTD. Xixian new district, Shaanxi province. The project has possessed the bidding conditions and specially invites potential bidders to apply for prequalification for Public bidding.

Ⅱ. Project general situation and the scope of tender
规模：沣西新城沣河桥梁是联通沣西与沣东的重要人行通道，位于沣河天府路至开元路段范围内。
Scale: Fenghe bridge in Fenghe New City is an important pedestrian passageway connecting Fengxi and Fengdong, and it is located within the range from Tianfu Road to Kaiyuan Road.
范围：本招标项目划分为 1 个标段，本次招标为其中的：(001) 沣西新城沣河人行景观桥梁方案国际竞赛；
Scope: the tendering project is divided into 1 tender, and the tender is one of them: (001) the international competition of Fenghe Pedestrian Landscape bridge project in Fengxi New City.

三、投标人资格要求
Ⅲ. Bidder qualification requirements
(001 沣西新城沣河人行景观桥梁方案国际竞赛的投标人资格能力要求：
(001 Requirements of bidder's qualifications for the international competition of Fenghe Pedestrian Landscape Bridge Project in Fengxi New City are as follows:
1. 参赛人须为具有独立法人资格的合法注册企业或其他组织。
Participants should be legally registered enterprises or organizations with an independent legal entity.
2. 中华人民共和国境内潜在参赛人应具有中华人民共和国建设主管部门颁发的工程设计综合甲级资质或市政行业设计甲级资质或市政行业（桥梁工程）专业设计甲级资质。中华人民共和国境外潜在参赛人，必须和国内具有前述资质的单位组成联合体方可参加竞赛申请；
Potential contestants within the territory of the People's Republic of China shall have Class A qualification for engineering design issued by the construction authority of the People's Republic of China or Class A qualification for municipal industry design or Class A qualification for professional design of municipal industries (bridge projects). Potential candidates from outside the People's Republic of China must form a consortium with domestic companies with the aforementioned qualifications to participate in contest applications。
3. 拟派项目设计负责人具备桥梁工程专业相关职称证书；
Proposed project design director should have relevant professional title certificate of bridge engineering;
4. 提供近三年（2015年1月1日以后，以合同签订日期为准）业绩合同；
The last three years’performance requirements (since Jan. 1st 2015, subject to the date of contract).
5. 参赛单位的拟任项目负责人须本人亲自参与方案设计及汇报。
Proposed project director of the organization should personally participate in project design and report.
6. 本次竞赛活动接受境内设计机构、境外设计机构或联合体机构均可报名，联合体须满足以上规定，且必须提交《联合体协议》，并在协议中明确联合体的牵头单位。联合体各成员不得再以自己名义单独报名，也不得组成新的联合体或参与其他联合体的报名，否则报名无效。联合体成员个数不得超过2个。
Domestic design firms, foreign firms and consortiums are all accepted in this competition. the consortium should accord with the above requirements, and submit the consortium agreement in which the leading unit is clarified. Party to the consortium may not participate in the competition in its own name or as a party to a consortium with other design firms, otherwise the application shall be void. The number of members of the consortium shall not exceed two.
7. 信誉要求：参赛人具有良好的社会信誉，没有处于被责令停业、财产被接管、冻结、破产和重组等状态。
Reputation requirements: contestants should have good reputation without having been ordered to rectify business, take over, frozen account or bankrupt.
四、资格预审文件的获取

获取方式：须在上述报名时间内登录中招联合招标采购平台（http://www.365trade.com.cn ）进行注册，购买并下载电子版设计初审文件。[如遇平台操作问题，可拨打交易平台统一服务热线：400-092-8199，或详见陕西省采购招标有限责任公司网站公司新闻“关于中招联合招标采购平台购买标书的注意事项”http://www.sxcgzb.com]。设计初审文件每份售价500元人民币，售后不退。

陕西省采购招标有限责任公司受陕西省西咸新区沣西新城开发建设（集团）有限公司的委托，就沣西新城沣河人行景观桥梁方案组织国际竞赛，邀请有意向的潜在参赛人提出参赛申请。
Entrusted by the Fengxi New City Development and construction (group) co., LTD. Xixian new district, Shaanxi province, Shaanxi Provincial Procurement and Tendering Co., Ltd. organizes the international competition of the Fenghe pedestrian landscape bridge scheme and invites intended potential contestants to apply for entries.
（一）高程要求
（Ⅰ）Elevation requirements
桥梁设计顺接已设计道路高程，立体交叉时需满足净空要求，跨越河道需满足沣河滩面景观、洪水设防、通航等要求。
The bridge design accords with the designed road elevation, when vertical crossing, clearance requirement should be meet, while crossing river needs to meet the requirements of keeping Fenghe beach landscape, flood prevention and navigation,etc.
（二）设计深度
（Ⅱ）The depth of design
（1）研究上位规划和相应专业规划，分析研究桥梁和周边用地的关系以及在整个城市中所起到的作用。
(1）Study master planning and corresponding professional planning and analyze the relationship between the bridge and the surrounding land and the role played in the whole city.
（2）对周边现状的环境要素具有全面的分析，合理研究桥位与周边现状要素的关系，处理好规划与现状近远期结合的关系。
(2) The environmental factors of the surrounding situation are comprehensively analyzed, and the relationship between the bridge position and the surrounding status elements is properly studied, and the relationship between the planning and the current situation is well dealt with.
（3）近远期结合，结合现状、周边设施设计；处理好桥梁与各交叉路口的交通组织关系；充分研究河流的规划及现状水文情况；对桥梁的行洪能力、抗洪能力、未来通航能力要充分考虑，并具有可实施性。
(3) Combine the current and future situation and surrounding facilities design to deal with the traffic organization relationship between the bridge and the intersection. Fully study the river planning and current hydrological situation. The flood capacity, flood resistance and future navigability of Bridges should be fully considered and enforceable.
（4）方案能在均衡、比例、韵律等方面体现出特色和美丽，特别是景观桥要与周边环境要素和谐统一，同时体现出一定的地域文化内涵。
(4)The scheme can reflect the characteristics and beauty in the aspects of balance, proportion and rhythm, especially the harmonious unification of the landscape bridge with the surrounding environment elements, and the cultural connotation of certain regions.
（5）对桥梁形式的选择、色彩外立面、材质的选择要有详细说明，并提供比选方案，进行经济分析。
(5) The choice of bridge form, color facade, material selection should be explained in detail, and the alternative plans should be provided for economic analysis.
（6）人行景观桥梁由设计单位自主设计，其余未说明条件由设计单位自主设计。
(6) The pedestrian landscape bridge is designed by the design unit itself, and so does the other unstated conditions.
（三）组织方式
Organization Form
1、竞赛活动形式
Competition Form
（1）本征集公告面向国内外公开发布，采取公开报名形式。从公告发布之日起，接受境内外设计单位的报名（即资格申请）。
This solicitation bulletin is published at home and abroad, adopts the public registration form. From the date of publication of the announcement, the application of domestic and foreign design units are acceptable.
（2）组织单位将对提出资格申请的设计单位进行资格预审，包括设计单位的综合业绩、项目负责人资历、设计团队实力及其他相关情况。最终选出6家设计单位或联合体作为邀请单位参加竞赛，并发出正式邀请函及征集文件；未入围的设计单位恕不另行通知。
The organization unit will prequalify the design unit that submitted the qualification application, including the overall performance of the design unit, the qualification of the project leader, the strength of the design team and other relevant matters. In the end, six design units or consortiums were selected to participate in the competition as invited units, and formal invitations and solicitation documents will be issued; Unselected design agencies are not informed any longer.
（3）获得正式邀请的设计单位在收到邀请函后，应在3日内把确认函传真或邮件至组织单位，并稍后将纸质确认函邮寄至组织单位。
After receiving formal inviting, the formal invited units should fax or email conformation letter to organization unit in three days, then mail the paper conformation letter to organization unit later.
（4）每家获得正式邀请的设计单位应在规定时间内完成并报送一个参赛方案。任何未被正式邀请的设计单位报送的方案一律不予受理。
Each formal invited unit should finish and submit a scheme. Any design unit has not been formally invited to submit the proposal shall not to be handled.
（5）以联合体形式参加竞赛的，联合体各方应签订《联合体协议》，连同其他报名文件一并提交主办方。联合体各方不得再单独以自己名义，或者与另外的设计机构组成联合体参加此次竞赛。
To those who participate in the competition in the form of consortium, all parties of the consortium should sign a Consortium Agreement, and submit it along with other registration documents to the organizers. All members of the consortium cannot take part in the contest in its own name or combining with other design institutions as a consortium.
2、 竞赛活动的评选方式及费用支付
Selection methods and Payment of the Competition
奖金：通过资格审查的参赛单位提交的设计方案，经专家评审委员会评审（所占权重80%）和网络投票（所占权重20%）得分之和，由高到低进行排名，按排名进行设计补偿，设一等奖1名，奖励人民币50万元；二等奖1名，奖励人民币20万元；三等奖4名，各奖励人民币10万元。获得设计补偿的设计单位的参赛方案，版权均归陕西省西咸新区沣西新城开发建设（集团）有限公司所有。
Bonus: Based on the sum of the scores assessed by the expert review committee (occupied by 80%) and online voting (20% by weight),the design proposal submitted by the participating units passing the qualification examination will rank from high to low, and get compensation according to the ranking. 1 first prize shall be awarded RMB 500,000 ; 1 second prize shall be awarded RMB 200,000, and 4 third prizes shall be awarded, each will get RMB 100,000 bounties. The copyrights of the competition schemes of the design units that obtained the design compensation are all owned by Fengxi New City Development and Construction (Group) Co., Ltd., Xixian New District, Shaanxi Province.

1、本次竞赛活动所涉及的往来函电、文件和设计成果均应使用简体中文。
Simplified Chinese should be used in the involved current emails, files, and design works of this competition.
2、费用以人民币支付，设计奖金均为税前金额。参赛单位所获奖金产生的税金以及该设计单位在征集活动过程中的一切费用自理。
All prize money is pre-taxed, and is paid in Chinese dollars. The competition company is responsible for the income taxes and all other competition relevant costs.
3、组织单位拥有本次竞赛活动公告的最终解释权。
The organizer has the final right to interpret all the rules and regulations of the event.
