1.1.项目概况：陕西有色天宏瑞科硅材料有限责任公司为中外合资企业，计划在陕西省榆林市佳县榆佳工业园建立和运营一个基于硅烷法的多晶硅工厂作为陕西有色天宏瑞科硅材料有限责任公司电子及光伏新材料产业化项目的其中一部分。工厂每年将生产18000吨粒状电子级多晶硅，1000吨棒状/块状电子级多晶硅并且具有500吨硅烷模块充装能力。
Overview of the bidding project：The Shaanxi Non-Ferrous Tian Hong REC Silicon Materials Co.,ltd, a joint venture company plans to build and operate a silane based polysilicon plant in Yu Jia Industrial Park in Jia County,near Yulin in Shaanxi Province of China as part of the Electronic and Photovoltaic New Materials Industrialization Project. The plant will produce 18,000 MT/yr of granular electronic-grade polysilicon, 1000 MT/yr of rod/chunk electronic-grade polysilicon, and have 500 MT of silane module loading capacity.

3、投标人资格要求Qualification Requirements for bidder:
*3.1投标人需提供有效的营业执照（国内企业）或商业登记证（国外企业），并提供单位负责人授权书；
*The bidder shall provide the valid Business License (domestic company) or Business Registration Certificate（foreign company）and the Power of Attorney.
*3.2投标产品中涉及的压力容器部分，投标人需提供压力容器制造商有效的中华人民共和国特种设备制造许可证；
* Pressure vessel manufacturer (Pressure vessel part involved in the bidding products) shall provide Manufacture License of Special Equipment People’ s Republic of China within the valid period;
*3.3投标人需提供投标人的成功业绩（需提供类似产品的合同或使用单位的证明资料）；
*Bidder shall provide its successful performance (including the contract for the similar products or the evidence document of the using unit);
*3.4不接受代理商投标。
*Do not accept the agency bid.

4、招标文件的获取与投标文件的递交

4.1招标文件领购开始和截止时间：2017年12月15日起到2017年12月21 日的每天（节假日除外）9:30～17:00（北京时间）

4.2获取招标文件方式：现场领购（地址：西安市高新二路山西证券大厦八楼招标四部）或邮购
Place of selling bidding documents: site purchasing (address:8/F Shanxi Security Building, Gaoxin 2 Road Xi’an Shaanxi ) or by courier
4.3每套招标文件售价：1000元人民币或165美元 (国内邮购须另加50元人民币，国外邮购须另加150美元)， 售后不退。
A complete set of Bidding Document of each package may be purchased by any interested Bidder upon payment of a non - refundable fee RMB1,000.00 or USD165.00( an extra charge of RMB50.00 for domestic courier or USD150.00 for international courier).
4.4 报名时，投标人需提供招标邀请第3条投标人资格要求中所列资料复印件以及投标人签署的招标人提供的投标人保密承诺书以及投标人廉洁自律承诺书。以上文件需要加盖公章或法定授权人签字。
when the bidder’s registration in the Tendering Agent,the bidder should provide copy of the qualification documents from item3 stipulated in the bidding announcement and the bidder should also provide the“Bidder’s Letter of Commitment for Confidentiality” and the“Bidder’s Letter of Commitment to be Incorruptible and Self-disciplined” signed and official sealed by the bidder. The documents should be official sealed or signed by bidder’s legal representatives.
