Qualifications or Performance： 1.The bidder must be the manufacturer （integrator） or distributor of the equipment being offered for bid. If the bidder is a distributor, one of the following documents must be provided: 1） A letter of authorization issued directly by the manuf acturer （integrator） ; 2） A letter of authorization issued by an affiliate of the manufacturer （integrator） （an affiliate refers to a compan y controlled by or under the control of the manufacturer （integrator） ; valid evidence of product authorization and proof of the affiliate relat ionship must be provided） ; 3） A letter of authorization issued by an authorized regional distributor authorized by the manufacturer （inte grator） ; valid proof of regional distributor status must be provided.
